Well, Graz is not allowing people use their cellphone in public transportation, Michigan is debating whether cellphone usage while driving is allowed or not. It is been a controversy during last year.

The state committee is proposing about bills that will ban phone usage unless the driver is using handsfree device. Other than that, sending SMS (using hand while driving) is prohibitted.

Any exception for the rule? Of course there is, but only for emergency purpose, like reporting traffic accidents or any 911-case related.
